If there is order anywhere things function better - instead of chaos... An imaginary World or Universal Council would create order in universal security, economy, culture, science, healthcare, infrastructure etc. and so improve the functioning of these areas of social life... Furthermore a World or Universal Council would enhance universal democracy and create a universal monarchy...

As there are approx. 5,000,000.00 planets in the Universe with humanoid life on them the construction of a parliament building for the World or Universal Council seems to be impossible - you have to negotiate via internet...
